Police Report
August 4 – August 23
August 5 – A resident of Southview Drive reported that his bicycle was stolen from his backyard sometime during the night.
Members of the Winkler Police Service responded to a report of a theft from Walmart involving a stolen vehicle. During the investigation, police learned that a second vehicle had also been stolen. With assistance from a witness, officers later located the vehicle travelling in the RM of Stanley. Members of the Morden Police Service and Altona Police Service assisted with the investigation. One of the suspects was located with the assistance of the Morden Police Service K-9 Unit. A 48-year-old male, a 33-year-old male and a 28-year-old female were arrested and remain in police custody. The individuals are facing a number of charges, which may include: Theft under $5,000, Possession of property obtained by crime, Driving while prohibited, Impaired operation of a conveyance, Operating a conveyance with a blood-alcohol concentration over 80 mg%, Failing to comply with probation orders and Failing to comply with a release order.
August 6 – While travelling southbound on Main Street, police observed two vehicles stopped at a red light at the intersection of Main Street and Mountain Avenue. When the light turned green both vehicles rapidly accelerated away from the intersection, at which time police activated their emergency lights in order to conduct a traffic stop. The 19-year-old female driver and 16-year-old male driver were each issued a seven-day vehicle impoundment for racing, a ticket for Racing with another motor vehicle ($672), and a seven-day driver’s licence suspension.
August 7 – A female reported that her front licence plate, bracket and bolts were stolen from the front of her vehicle while parked near the Harvest Festival grounds.
Police received a report regarding a wallet which was stolen from a vehicle parked near the Harvest Festival grounds and several hours later the complainant was notified by his bank of suspicious transactions which were not completed. The complainant did not lose any money and details regarding where the transactions took place were not provided.
While on patrol, police were stopped at a red light facing eastbound at the intersection of Main Street and Mountain Avenue. When the light turned green police observed a vehicle loudly rev its engine and squeal its tires as it accelerated; a traffic stop was conducted, and the driver was issued a ticket for Making unnecessary noise, namely squealing tires ($237).
August 8 – A female reported that her debit card, cash and several items were stolen from her vehicle while parked at the Harvest Festival grounds.
Police observed a vehicle travelling eastbound on Highway 14 at a high rate of speed and obtained a speed reading of 142 km/h in the 100 km/h zone. A traffic stop was conducted, and the driver was issued a ticket for Speeding ($599) and a verbal warning for driving with an expired driver’s licence.
A female reported that her purse was stolen from inside the Meridian Exhibition Centre which contained her vehicle keys, identification, cash and bank cards.
August 9 – While on patrol, police observed a vehicle travelling in a suspicious manner and proceeded to conduct a traffic stop at which time police noted the odour of liquor emanating from inside the vehicle and observed open liquor on the back passenger floor. Police also observed what appeared to be a handgun in the rear part of the centre console to which the driver advised it was a BB gun and police removed it from the vehicle. The driver, a 19-year-old male, complied to the demand for a breath sample which resulted in two “Fail” readings and he was subsequently issued an Immediate Roadside Prohibition which carried a $700 fine, 90-day driver’s licence suspension and 30-day vehicle impoundment. He was also issued a ticket for As a novice driver, operating a motor vehicle while having alcohol in the blood ($113) and his BB gun was relinquished.
A female reported that she was assaulted by her father, who was later arrested by police for Assault and released on an Undertaking with a court date at Morden Provincial Court.
At approximately 11:55 p.m. police observed a male who was confirmed to be breaching his curfew, and a pedestrian stop was conducted at which time the male was arrested and a search incident to arrest resulted in police locating a weapon which he was under conditions not to possess. He was charged with Breaching a Release Order (x2) and remanded into custody to appear in Winnipeg Provincial Court.
August 10 – A female reported that a male breached his condition not to come within 100 meters of her. The male was later located, arrested for Failing to Comply with an Undertaking and released on an Appearance Notice.
August 11 – Police received a report of an attempted theft from a local store involving a female who attempted to leave the store with a large amount of merchandise, but she was stopped by store staff and the merchandise was recovered.
A male reported that several items were stolen from his vehicle on August 9th while it was parked at his residence on Royal Crescent.
August 12 – While monitoring traffic on Highway 14 in the City of Winkler police observed an eastbound vehicle travelling at a high rate of speed and obtained a speed reading of 137 km/h in the 100 km/h zone. A traffic stop was conducted, and the driver was issued a ticket for Speeding ($535).
August 14 – Police received a report from a male who advised that his vehicle was damaged while parked on Grandeur Avenue on August 8th during the Harvest Festival. Damage to the vehicle consisted of dents near the windshield and a cracked windshield.
August 15 – Staff of a local store reported that a male and female left the store without paying for merchandise. This file is still under investigation.
While on patrol, police observed a female who was under conditions not to attend the City of Winkler and required to abide by a curfew. A pedestrian stop was conducted, and the female was arrested for Failing to Comply with a Release Order (x2) and remanded into custody to appear in Winnipeg Provincial Court.
August 17 – Staff of a local gas station reported that a male filled up his vehicle with fuel and took two items from the store without paying. The registered owner, who was not the suspect, was contacted and paid for the items. The male was later located and served a written caution.
August 18 – Police were on patrol at Main Street and Mountain Avenue when the operator of an electric bicycle (which had no pedals or lights) was observed rapidly accelerating on the sidewalk; police matched the pace of the bicycle and found him to be travelling 67 km/h and a traffic stop was conducted. The operator, a 15-year-old male with a Class 5L driver’s licence, was issued a ticket for Driving Carelessly ($672) and a verbal warning for driving without a licence and was advised that the electric bicycle was an unregisterable vehicle which was not permitted for use on roadways or sidewalks.
August 19 – While on patrol, police observed a male who was confirmed to have two warrants for his arrest. A pedestrian stop was conducted, and the male was arrested on the strength of the warrants and charged with Failing to Comply with a Release Order (x2) as he was not abiding by his curfew and in proximity to an individual he was under conditions not to contact. He was remanded into custody to appear in Winnipeg Provincial Court.
August 21 – A report was received regarding a sign on a washroom door at a public park which had been burned. This investigation is ongoing.
A resident of Main Street reported that his son’s bicycle was stolen from outside their apartment on August 20th.
